KfW Ex Post Evaluation Mission to Montenegro

A delegation from KfW Department for Ex post independent Evaluation of the German Financial Cooperation with Montenegro, consisting of Mr. Alexander Luthe and Mr. Norbert Geyer, visited Montenegro from 21-30 September 2025, to conduct an ex post evaluation of the ‘Water Supply and Sanitation Adriatic Coast III and IV’ . The mission aimed to assess whether the originally intended developmental impacts and project objectives had been achieved, and whether the results attained would be sustainable. The delegation met with representatives of Vodacom, local water utilities (ViK), Municipalities involved in project implementation, and the Institute of Marine Biology in Kotor.

Ex post evaluations make an integral part of the KfW project cycle and are based on the internationally accepted OECD-DAC criteria for the evaluation of development projects: relevance, coherence, efficiency, effectiveness, overall developmental impact, and sustainability.

The two phases of the Programme included measures for wastewater collection and treatment, as well as improvements to the potable water supply in Herceg Novi, Tivat, Kotor, and Bar. Two wastewater treatment plants (WWTPs) were partially financed—one in Herceg Novi and one in Tivat/Kotor.

During the evaluation, meetings were held in the municipalities and water utilities (ViKs) of Tivat, Kotor, Bar, and Herceg Novi, to discuss the results of Phases III and IV of the projects, as well as the current situation and challenges they are facing.

Representatives of the municipalities and ViKs generally expressed their satisfaction with the completed projects, which significantly improved water supply, wastewater collection, and treatment, and contributed to environmental protection—particularly in the Bay of Kotor—through the construction of the two WWTPs. According to data from the Institute of Marine Biology in Kotor, water quality along the shores of Boka Kotorska has been significantly improved in recent years.

A visit was also organized to the joint Wastewater Treatment Plant for Kotor and Tivat, the Institute of Marine Biology in Kotor, the Susanj 2 reservoir in Bar, and the Herceg Novi WWTP.
