Phase IV
Water Supply and Sanitation at the Adriatic Coast IV encompasses the construction of the joint wastewater treatment plant (WWTP) for Kotor and Tivat.
The envisaged value of the works of Phase IV is €13,050 million, of which €7 million is provided as a loan by German Development Bank (KfW), while the remaining funds will be provided from the budgets of the Municipality of Kotor and the Municipality of Tivat.
Works on the joint WWTP are expected to commence in 2012, upon preparation of design and tender documentation, and selection of the most favourable bidder.
Construction and operation of the joint WWTP will enable environmentally friendly disposal and treatment of wastewater from the Bay of Kotor and the Bay of Tivat.
The PQ procedure was completed in September 2011, and generated a great interest shown by international companies. There was a total of 26 companies that have purchased the tender documents, and 8 companies submitted their bids. Of the total number of bidders 6 companies have been successfuly prequalified, and they will be invited to participate in the tendering process.
The conculting company Pöyry, began its work on 16 February 2011, by signing agreement with the the Municipality of Kotor and the Municipality of Tivat, what was followed by commencement of activities for the joint WWTP. In 2011, the Consultant prepared preliminary design and tender documentation. Preparation of the Environmental Impact Assessment (EIA) Study, completion of the preliminary design and tender documentation, invitation to tender (ITT),and beginning of the works on the joint WWTP Kotor – Tivat will be done in 2012.
In 2006 and 2007, the consulting company KOCKS prepared the Feasibility Study, while the consulting company Dahlem prepared a Study to further supplement the current Feasibility Study. The future WWTP will be located in the area of the settlement Đuraševića obala.
The tendering procedure has been fully implemented by Vodacom.
The Consultant’s work is financed by a KfW loan. Vodacom will be tasked with monitoring the quality of production of design and tender documentation, and act as a Project coordinator and Consultant’s partner.
The construction of the WWTP will be carried out in accordance with FIDIC Yellow Book.
FIDIC standards are standards set out by the International Federation of Consulting Engineers in order to control execution and quality of works; these are typical conditions of the contract widely applied today in construction and both infrastructure project stakeholders and international financial institutions strongly insist on them
