Phase III

Water Supply and Sanitation at the Adriatic Coast III encompasses the construction of 130 km of water and sewer systems in Bar, Herceg Novi, Kotor and Tivat municipalities, 29 pumping stations and 2 wastewater treatment plants (WWTPs) – in Bar (with a capacity of 68 000 population equivalents (PE)) and in Herceg Novi (with a capacity of 70 000 PE). A smaller part of the Phase III measures is related to the rehabilitation and construction of the water supply network in 4 municipalities of the Montenegrin coast.

The envisaged value of the works in Phase III is €95.5 million, of which €53 million is provided as a loan by the German Development Bank (KfW), municipal budget allocation is €32.365 million, while the share of the Government of Montenegro amounts to €6 million.

2011
The Water Supply and Sanitation Project in Tivat, Phase III commenced in the Municipality of Tivat on 14 December 2011, encompassing the construction of 17.6km of water supply network, 14.6km of sewage network, 6 larger and 6 smaller pumping stations in the southern part of the Municipality of Tivat. It is envisaged that the works will be completed on 10 May 2013. Before the start of the Project implementation there was a tender procedure issued to select the contractor, and the most successful bidder was the company “Ludvig Pfeiffer”.

The final 20% of the works within the Tivat Sewerage, Phase II Project was completed on 20 May. The Project encompassed construction of 20km of the new sewage network, and 2 pumping stations. The Project was completed as announced, and there was no exceeding of the financial plan totalling Euro 6 million.

The Project encompassing the construction of 28km of water and sewage network and 6 pumping stations commenced in the Municipality of Kotor on 20 July. It is planned for the works to be completed on 19 July 2012. Before the start of the Project implementation there was a tender procedure in 2011, and the bid of the company MPP Jedinstvo, was the most successful one

The Project to construct connecting pipelines from the reservoir Šušanj 1 to the regional water supply system to a length of 550 m, and rehabilitation of coastal collector in Bar to a length 860 m was completed in the municipality of Bar in late April 2011. By completion of the project technical requirements for receiving additional quantities of water for the Municipality of Bar were fulfilled,and a part of the wastewater system in this municipality was improved. The design and tender documentation for the water and sewerage infrastructure and the construction of the WWTP in Bar (68.000 PE) Projects were supplemented in 2011.

Main tender procedures to select the contractor for the water supply and sewage infrastructure project, and WWTP project were completed in the municipality of Herceg Novi, and the most successful bidders were selected.  

Commencement of works in Bar and Herceg Novi is expected in 2012, while the deadline for their completion is planned for 2014.

2010
Beginning of the Project implementation on site was preceded by PQ and tender procedures. There were 6 PQ procedures carried out in 2010 with 13 renowned applicants from the region and Europe, and a total of 37 applications.

Works on Tivat Sewerage II were carried out in Tivat in 2010. There was a total of 75% of works completed. PQ procedure for the selection of the Contractor for the Water Supply and Sanitation Project in Tivat, Phase III. A total of 4 companies have fulfilled conditions of the PQ tender and participated during the main tender procedure concluded in 2011. The Contractor was selected, and this was followed by the beginning of works execution.

The tender procedure for the construction of the pipeline to connect the reservoir Šušanj 1 to the regional water supply system, and rehabilitation of the coastal collector in Bar was completed in 2010. Contractor was selected and the works commenced. In addition, the PQ procedures for the water and sewage network Project and the WWTP Project were completed in this municipality as well. There was a total of 13 bids submitted on both tenders. Beginning of the tender procedure is expected in 2012, as well as the works commencement.

The PQ procedures to select the Contractor on the Project for the construction of the water and sewerage infrastructure, and the Project to construct the WWTP were completed in Herceg Novi in the second half of 2011. There were a total of 13 companies that participated in both tenders.

The PQ procedure for the selection of the Contractor for the Water Supply and Sanitation Project in Kotor was completed and the tender procedure was launched, and there were only 4 PQ companies that submitted their bids.

All tender procedures have been implemented in accordance with the regulations of the German Development Bank (KfW).

2009 & 2008
The issue of pre-qualification procedure was preceded by an extensive development of design documentation in 2009 by the consultant Dahlem, that was carried out after the completion of preparatory activities ,i.e, investigation works, data collection, and the analysis of the collected data in cooperation with the Municipalities, ViKs and Vodacom who is the Employer of the Consultant. The work of the Consultant responsible for the preparation, design, and expert supervision is financed by KfW from the loan worth Euro 6,05 million.
Designs are in the preparation stage.

All contracts in the Phase III are being implemented in accordance with FIDIC Yellow Book and Red Book Conditions of Contract. FIDIC standards are standards set out by the International Federation of Consulting Engineers in order to control execution and quality of works; these are typical conditions of the contract widely applied today in construction and both infrastructure project stakeholders and international financial institutions strongly insist on them.
